1947 1450cc rocker shaft

I believe the oil holes in the rocker shaft should be at 7 o`clock The holes on the rocker shaft of my friends car are at 9 o`clock Is it important to be at 7oclock as Ive tried to loosen the bolt on the end of the shaft and its really tight and I dont want to force it Len

Morning I`ve had another look at the rocker and I wanted to move it to the oil holes being at 7 o`clock, but the bolt on the end of the shaft seems extra tight .Is this normal Len

Look at the attached picture. The marked rocker shaft holders are slotted and clamp the shaft by the the nuts on the top of the studs. Release the nuts and open the slots using a screw driver or a chisel and than you will be able to turn the shaft. see also here: https://lulis.org/2013/04/26/%d7%a9%d7% ... %d7%a8-10/
