OK now I am confused just measured my wheels and they appear to be 19"measuring across the complete diameter am I doing this wrong?

I have just measured my 38 10 wire wheels and the total diameter is just over 19".
I measured the diameter of the rim where the tyre sits and that measured 18".
It has 18" tyres fitted so that appears to be the same as yours.
