Regulator Fuse

Can anyone tell me the ratings of the two fuses in the regulator on a 1940 12hp as per the picture. I currently have a 13 amp 240v plug fuse in the bottom and a blown 35 amp with a piece of wire soldered across the ends at the top. Cannot find any info in the workshop manual or wiring diagram.

According to the Lucas wiring diagram that I have seen, the fuses should be 25 amp.
